It has two definitions: first, is the temporary employee who goes on-site and serves in every regard as a normal employee, minus perhaps the office politics and of course without health insurance. The other is the one-man agency who handles all aspects of a project for an independent client, sometimes after hours. Make sure you, and you clients, know which type of freelancer you are. Yes, you can be both, but not for the same project.
